Paying for assisted living in South Dakota

It’s important to start planning for how to pay for long-term care as early as possible. Whether you’re able to cover assisted living using personal savings or opt to utilize public pay options, there are a variety of methods to pay for assisted living in South Dakota. South Dakota is home to about 54,350 veterans.[03] South Dakota’s veterans have access to a number of benefits that can help them pay for assisted living services. A major resource is the U.S. Department of Veterans Affairs (VA). The VA provides generous benefit coverage to veterans and their spouses who meet eligibility requirements. Even if you assume you aren’t a qualifying veteran, VA benefits are worth looking into, and eligibility criteria may be more lax than you expect.

Additional benefits may also apply if you or a loved one acquired a disability during wartime service. Read through the VA’s list of service-connected ailments to learn more about their criteria.

For help navigating veterans benefits and its application process, which are both exceedingly complicated, reach out to a benefits counselor. There are many sources of guidance in South Dakota, including local VA centers and veterans service organizations (VSOs).

Local VSOs in South Dakota include the following:

Medicaid is both a state-funded and federally funded health insurance program for individuals with a low or limited income and people with disabilities. It’s administered at the state level, meaning specific programs and services vary from state to state. While Medicaid can help families cover some assisted living costs, it won’t cover the cost of room and board in an assisted living community.

South Dakota Medicaid provides health coverage for South Dakota’s eligible low-income residents. As of July 2023, South Dakota’s Medicaid also offers a Medicaid expansion that raises the income requirements, allowing more individuals access to health coverage.

South Dakota Medicaid covers physical health, behavioral health, and dental health benefits. Your covered services will depend on which type of health benefit you qualify for. Covered services may include the following:[04]

  • Telemedicine
  • Inpatient and outpatient services
  • Medical equipment and supplies
  • Hospice care
  • Personal care

South Dakota’s Medicaid programs include the following:

Medicare is a federal health insurance program designed for adults aged 65 or older and people with disabilities. While Medicare can help cover some costs of assisted living, it won’t cover the cost of room and board or nonmedical personal care. If you’d like to learn if a specific procedure, diagnostic test, or medical device is covered, you can search it using the Medicare coverage search tool.

South Dakota offers Medicare Savings Programs, which are federally funded programs that can help people with low or limited income pay their Medicare premiums, deductibles, coinsurance, and copayments.

More helpful Medicare programs in South Dakota include the following:

  • The South Dakota Ryan White Part B program helps low-income individuals living with HIV/AIDS gain access to proper health care. Benefits can include financial assistance for certain prescription medications and outpatient medical services. It can also help pay for insurance premiums, deductibles, and copayments.
  • Senior Health Information and Insurance Education (SHIINE) provides South Dakota’s Medicare recipients with benefits counseling and assistance. SHIINE is federally funded through the Administration for Community Living and administered by the South Dakota Department of Human Services Division of Long Term Services and Support.

Assisted living requirements and regulations in South Dakota

For licensing purposes, assisted living communities in South Dakota are referred to as Assisted Living Centers. Assisted Living Centers are required by law to obtain a license from the South Dakota Department of Health, who are also responsible for performing inspections.[05]

Assisted Living Centers are required to provide the following:[05]

  • A homelike, noninstitutionalized setting
  • 24-hour staffing
  • Assistance with activities of daily living, such as eating, bathing, and dressing
  • At least three meals per day
  • Supervision of medication self-administration, meaning residents administer their own medications while qualified staff supervise
  • Laundry service
  • Housekeeping

Assisted Living Centers range in size, from smaller family-style homes to large apartment-style complexes. These centers must comply with standards in the following areas, as determined by the South Dakota Legislative Research Council:[06]

  • Physical environment, including proper sanitation, cleaning methods, ventilation, pest control, and lighting
  • Fire protection, including meeting applicable fire safety standards and having proper installation of alarm systems and fire extinguishing equipment
  • Nursing care services, including sufficient resident care, follow-through of resident care plans, and adherence to nursing policies and procedures
  • Medication control, including proper medication administration policies, proper storage and labeling of medications, and proper drug disposal
  • Residents’ rights and supportive services, including having residents’ rights policies in place and respecting residents’ privacy, spiritual needs, finances, and decision-making abilities

Ease of access to assisted living records in South Dakota
